TAO's super-powered criminal empire.
Ranks
- The Prodigals: The top rank in TAO's criminal Syndicate. There are three Prodigals. They are TAO's most trusted lieutenants, and are at the top of the Syndicate's hierarchy. The Prodigals are The Conductor, Miss Misery and Peter Grimm. Former Prodigal Steeleye was killed by Genocide Jones in Sleeper #2.
- The Torpedoes: 2nd rank in TAO's criminal Syndicate. They are under the Prodigal ranking, but above Blackguards and Quislings. There are approximately 30 Torpedoes.
- Blackguards: 3rd rank level of TAO's criminal Syndicate. Used mostly as soldiers, they keep the peace among Syndicate members. Higher level Blackguards report directly to TAO.
- Quislings: The lowest ranking in TAO's criminal Syndicate.
