Bio:
Philip Chang is a citizen of Hong Kong (formerly a British colony). His ancestry links him to the Triad gangster families of Hong Kong, but he seems to have distanced himself from this heritage for most of his life, choosing instead to put his talent for fixing machinery to use in military service. Chang served with the elite British paratrooper regiment, the Special Air Service (SAS). He emigrated to the US in the 1970s, and soon wound up in the International Operations (I/O) covert strikeforce Team 7.

Chang served as Team 7's explosives expert and communications officer, under the codename 'Bulleteer' and with the rank of Captain. Along with the other members of the team, Chang was used as a Guinea-pig for I/O's Project: Genesis. He was exposed to the Gen-factor and imbued with formidable psionic powers, including precisely controlled telekinesis and the ability to project psychic illusions extensive enough to disguise the entire team.

Chang, along with most of Team 7, went AWOL from I/O after Director Miles Craven decided to field-test the team's powers by firing a low-yield nuclear missile at them. The errant team-members were soon tracked down by Lynch and drafting back into I/O service to avert a nuclear threat in Cambodia. After the Cambodia mission, Chang continued to work for I/O. At some point in the 1980s, he moved back to Hong Kong and fathered two sons. During the breakout from I/O's secret Level Nine research facility, the former members of Team 7 discovered that Craven had reactivated Project: Genesis and was aiming to use their children as test-subjects. Chang hid one son, Percival Edmund Chang, with Triad family members in Seattle. It is not clear how, but
Chang's other son (name unknown) ended up living with an island clan based near Gamorra, later becoming the freedom fighter Absolom.

After helping his former team-mates rescue another of the Gen-13 children (Robert Lane) from a secret I/O facility in the Adirondack mountains, named The Farm, Chang disappeared. Chang has been sighted only twice since, both times in the company of a subordinate named Cain and a trained Qeelocke (a green furry creature capable of generating teleportation portals). After helping Commander Thomas Morgan of the US Internal Security Service (ISS) in an investigation into the history of Project: Genesis, Chang disappeared again, telling Morgan that he was searching for his sons.
