SPOILERS BEYOND THIS POINT!
Synopsis:
1979 - A dark stormy night, we see a couple running for safety with their two children (a boy and girl). Armored pursuers on hover sleds open fire and kill the woman. The enraged man's eyes glow and one of the sleds explodes. As the man collapses with tremendous pains in his head, he tells the children (Matt and Nicole) to get away just before one of the pursuers shoots him through the head in front of the kids.

1994 (present) Princeton, New Jersey. Caitlin Fairchild is returning to her room while contemplating her future, specifically on whether she'll be accepted into any of the summer internship programs she applied for earlier in the year. She arrives to find her roommate Alexa preparing to go out and learns that some guys had come by looking for her earlier. After falling asleep studying she's awakened by a trio of National Security Committee agents who inform her she's been accepted for the Gen 13 program, but must leave with them immediately.

Elsewhere at International Operations Headquarters in Washington DC, John Lynch confronts Ivana Baiul over her use of some of his Black Razor operatives. She admits it's part of an authorized project of I.O.'s chief, Miles Craven, to reactivate the Gen 13 program. John is concerned the project is too risky, as illustrated by Gen 12 / Team 7, but Ivana says that Craven wants his own super-human project to rival Youngblood. He asks when they will become operational and she replies they've been running for two months already using the progeny of the Gen 12 and the process of Gen activation. John becomes upset as the same process did something to his family. Ivana then reveals that John's son was taken from him by his former team 7 comrades and also reveals that they have already found their first gen-active. John then demands to meet him.

At the I.O. Death Valley facilities, we see the Gen Active known as Threshold sparring with three other martial artists. He appears to be doing well against them until one of them strikes him down from behind. As they stand and laugh, Threshold grows angry and lets loose with his gen-power; as one of his attackers' heads explode, the others flee. From the side lines we see his sister mock-applauding his efforts and offering to give him a real challenge. We learn that their names are Matt and Nicole.

The next morning, as Fairchild arrives at the facility, we see Lynch meeting Threshold. He requests that Threshold keep him notified on how the search for Gen Actives goes, but Threshold declines, saying he reports only to Ivana. As Fairchild settles in on her first day, she meets Grunge, Roxy and Bobby, who join her to become the members of Pod 7. Over time, the group grows together as a team while other groups fail and fall out of the program. Their progress comes to the attention of Nicole, Matt and Ivana who order their Gen-activator dosage increased.

Notes:
  • This issue marks the first appearance of Threshold & Bliss.
  • Because of publication schedule, this ended up not being the first appearance of the Gen 13 kids. Their actual first appearance is in Deathmate Black.
