Bio:
Frank Colby was a highly decorated major in the US Army Rangers before John Lynch recruited him into the US shadow agency International Operations (I/O). He began his career in the field, as a shooter, but quickly worked his way up the chain of command. By the end of the1970s he was a captain in I/O's Black Razors, a paramilitary unit designed to hunt down superpowered beings (SPBs).

In 1979, outside a town named Deadwood, Colby led the Black Razor squad that captured two of the Gen-13 children, Matthew and Nicole Callahan (who would later become Threshold and Bliss) and killed their mother, Rachel. Colby himself neutralized the children's father, superpowered ex-Team 7 member Stephen Callahan, with a single rifle shot to the head. Upon returning to I/O, Colby determined that Stephen Callahan was not actually dead, just unconscious. Colby kept Callahan that way, and delivered him into the care of I/O's scientists, who kept him in stasis for the next 10 years.

Colby was also the only member of the squad to notice Callahan's ex-team-mates Grifter and Deathblow watching the Deadwood incident, but decided not to alert the rest of the Black Razors: He had the captives he'd come for, and either he felt sorry for the men whose comrade he'd just gunned down or he didn't like his chances fighting another two Team 7 veterans. As a favor to his boss, John Lynch, Colby later tracked down Grifter to warn him against seeking revenge on I/O.


By the early 1990s, Colby had been promoted to Deputy Director of Operations at I/O, but still served in the field with the Black Razors on occasion: He led the first Black Razor team to clash with the WildCATs, and joined a small Black Razor team led by Backlash to rescue John Lynch and Alica Turner from the Kindred on Caballito.

Though unswervingly loyal as Lynch's executive officer (XO), Colby does seem to have had his own agenda as far back as the re-activation of Project: Genesis. After I/O's scientists had tired of experimenting on the unconscious Stephen Callahan, Colby stole Callahan. It is unclear whether Colby was motivated by guilt over his role in Callahan's capture, or whether he simply wanted an ace up his sleeve. It is also unclear exactly how long Colby waited to revive Callahan to consciousness.

After Lynch turned against I/O to break out five of the Gen-13 children, Colby replaced him as Director of Operations. Colby retained a loyalty to his former boss, though: He let Lynch escape after catching him sneaking back into I/O to delete Project: Genesis computer files, and he even let Lynch and the other Team 7 veterans back into I/O headquarters to assassinate the corrupt National Security Czar Miles Craven.

In the wake of Craven's death, Colby was horrified to find himself working under Ivana Baiul, who had managed to have herself reinstated into I/O as its new director. On the advice of his colleague and friend Ben Santini, Colby hid his feelings for Baiul and continued working for I/O. He took responsibility for Ivana's own squad of Gen-13 teens, DV8, and did his best to both counsel them and train them as agents of I/O.

When DV8's field leader Frostbite lost his powers and quit I/O, Colby knew it wouldn't be long before Ivana tried to have Frostbite killed. Colby's agent, Hammond, sent Frostbite into hiding with the revived Stephen Callahan, while a double took Frostbite's place and was killed in an 'accident' arranged by Ivana. After Frostbite and Callahan rescued Sublime from Ivana's Keepers, Colby helped the three of them infiltrate I/O and rescue their team-mates Freestyle and Copycat.

At the time, Ivana was unaware of Colby's role in the DV8 breakout, but swore to track down those in I/O who'd betrayed her. Since the dismantling and re-organisation of I/O, Ivana is still working for the US Government but Colby's status is unknown. The surviving members of DV8 are still at large, but do not now seem to be working with either Callahan or Colby.
