Powers/Abilities:
As described in the script and character bio by writer Scott Beatty, Joe is supposed to look like he was made from old Edsel parts, lots of chrome and seafoam auto paint from the '50's. As you may be able to tell from one of the pages featured in the Newsarama article, there's a man inside those mechanical parts, but no one's sure if the metal is just a suit of armor or if Engine Joe is more of a cyborg--only partially human...

Bio:
Joe Rotkowski was a mechanical pordigy who develop fine motor skills as an infant. This eventually lead him to be enlisted by Physics Professor Kingston Kirbey to create a water-powered car. One night, while working alone, Joe was beaten almost to death by thugs (rumored to be hired by Auto Industry Bigwigs). Joe was then placed under the hydrolic lift holding up the prototype vehicle. When he refused to dismantle the protoype, the thugs left a time-bomb to destroy the laboratory.

Professor Kirbey found Joe mortally wounded (the prototype shielded Joe from the blast). With the aid of his daughter Dot, Kirbey created a mechanical body for Joe. This body contains his heart and lungs, plus the head, which was covered with a full face helment.

During the Number of the Beast program, Joe's body was housed in the Motor Pool in a specially designed pod filled with special hot oil solution.
