Bio:
Giovanni was the founding Director of Department P.S.I. (Paranormal Search and Investigations): He proposed the organization to the U.S. government due to his belief that Stormwatch, as a U.N. organization, was incapable of policing the rampant S.P.B. activity which existed in the United States. P.S.I. was created to act as the United States' own S.P.B. police body, as well as help S.P.B.'s develop and learn to control their powers.


Giovanni first appeared when Marc Slayton (Backlash) contacted him looking for Doctor Gilbert Branum, a scientist capable of clearing Amanda Reed (Taboo)
of criminal charges. The P.S.I. Director helped him, while at the same time trying to find Backlash, information he later used to help the Chasers find Backlash. He later appeared intent on clearing Amanda Reed of criminal charges against her by granting a full pardon, as well as getting her associate Backlash to join P.S.I. It was later revealed that he was working with Doctor Branum to clear Reed. Despite pressure from General Gant, Giovanni made sure that Reed was pardoned (Backlash #22).

After convincing Backlash to join P.S.I., Giovanni quickly got him out into the field with missions involving meeting a Stormwatch contact to acquire blueprints for particle accelerators (Backlash #23) and investigating the recent physical alterations to Quentin Taylor (Backlash #24). When Backlash received a distress call from Dingo, Giovanni originally opposed helping him, but he eventually relented and allowed a two-man rescue team to go (Backlash #25).

Following Dingo's rescue, P.S.I. came into contact with an ancient sorcerer named Azrum, who carried information on a horrible alien threat called the D'rahn. Giovanni delayed action against Haroth, the man who planned to free the D'rahn, but quickly changed his mind once Haroth attacked Department P.S.I. and stole the last piece he needed in his effort to free the dreaded alien race.


After the D'rahn were freed from Atlantis, Giovanni and Taboo traveled to Washington D.C. to request increased funding in order to battle the new alien threat. Around this time, Giovanni began providing aid to the rogue covert ops team Black Ops, sending the group to retrieve some experimental biotech hoping to use it against the D'rahn. Giovanni continued to lead Department P.S.I. following the formation of Wildcore, even contributing one member in the form of his best friend's son, Styrian. Giovanni began to have doubts about Wildcore's existence after the D'rahn disappeared and Styrian died while Wildcore was on a parallel Earth.


Giovanni was responsible for sending Wildcore on its doomed mission to Purgatory Max (Gen-Active #4). Following the destruction of the prison and the deaths of many of Wildcore's members, Giovanni went with the extraction team and commented that Wildcore might just be over.

In the wake of the Worldstorm, P.S.I. has merged funding and remits with Internal Operations (I.O.) and Giovanni appears to have been replaced by Marc Slayton as Director of Operations. Giovanni's current whereabouts are unknown.
